Health and Human Service (HHS) officials recently sent a Medicare bill to Capitol Hill, responding to the Medicare Modernization Act "trigger" that requires Congress to consider changes in the program in the wake of increased costs. In a conference call, HHS Secretary Leavitt said the bill is intended to "lay out a foundation for transforming Medicare." Title III of the bill adds a means-testing provision to Medicare's prescription drug program that would reduce premium subsidies for beneficiaries with higher incomes.
